Sital was founded in 1994 by two former ISA (Israel’s General Security Service) senior agents. Decades of professional and operational experience have been leveraged to offer exclusive services to our clients worldwide. Sital’s founders, Tuvia Livne and Israel Shai, have more than 50 years of combined experience and have both served in senior executive roles in the security division of the ISA.

Tuvia Livneh

Livneh was the director of the state special unit for VIP Protection and the government installations & facilities security. He was also in charge of the state official delegations worldwide. Livneh also served as the director of the Security Division of El Al Airlines in addition to a diverse range of positions within the ISA operational branches.

Israel Shai

Shai was the director of the state special unit for VIP Protection and the government installations & facilities security. He was also in charge of the state official delegations worldwide. Shai also served as the Head of the ISA security operations in Europe including all embassies and other diplomatic agencies, aviation security, naval activities, organizations representing Israel, and governmental entities. Among other roles, during his years of service, Shai planned, instructed, controlled, and supervised a wide variety of national defense industrial facilities.

Sital’s management and employees possess decades of professional, managerial, and operational experience in the private and government sectors. Our outstanding knowledge is evident in the three main services that Sital offers to its clients including Security (planning, executing, and managing), international investigations, and search and rescue of missing person operations worldwide in collaboration with the insurance company “Clal Health”.
